India's EV adoption is geographically uneven, shaped by state policies, infrastructure availability, income levels, and the type of EVs being purchased. Uttar Pradesh leads on raw numbers primarily because of the massive volume of electric three-wheelers (e-rickshaws) and low-speed electric two-wheelers. This is a very different adoption story from Karnataka or Maharashtra, where higher-value electric cars and premium scooters dominate.
The states with the highest EV adoption growth rates in 2025 are Telangana, Andhra Pradesh, and Rajasthan — all of which have recently introduced aggressive state EV policies with direct purchase subsidies, reduced registration fees, and exemptions from road tax. Rajasthan's EV policy offers some of the most generous incentives for commercial EV operators, driving strong adoption in its logistics and auto-rickshaw sectors.
Delhi remains the most EV-dense state by penetration rate (EVs as a share of total vehicle registrations), supported by the Delhi EV Policy which caps subsidies and has pushed EV share above 10% of new vehicle sales. The charging network in Delhi is among the most dense in India, with over 2,000 public charging points across the city.

State-wise figures represent all EV categories including L2 (low-speed scooters), L5 (e-rickshaws), M1 (cars), and N-category (commercial vehicles).
